Thomas Richard Carper was born on January 23, 1947. He has served as the senior United States senator from Delaware since 2001 and is a former military officer. From 1983 to 1993, Carper served as a member of the United States House of Representatives and as governor of Delaware for the 71st term.

• Tom Carper served as a Naval Flight Officer in the U.S. Military for three tours of duty in Southeast Asia from 1968 to 1973.
• Afterward, Tom Carper served in the Navy Reserve as a mission commander for P-3 aircraft and retired as a Captain (O-6).

• Tom Carper graduated from Whetstone High School in Columbus, Ohio, after growing up in Danville, Virginia.
